Energy Performance Certificates

Why do I need an Energy Performance Certificate?

The Energy Performance Certificate (EPC) initially formed part of the compulsory Home Information Pack requirements (HIP's) introduced by government in 2007 and then abolished in 2010 . The EPC element however was retained & is still a legal requirement for anyone marketing a property for sale or rent.

There are exceptions to these requirements but if the property falls within the requirements of the legislation an EPC at the current time must be commissioned & provided within a period of 28 days from the date of marketing.

As soon as the EPC is obtained, the energy rating or the EPC itself must be included with any written particulars by an Estate Agent.

The duty to provide an EPC falls on either the seller, in the case of a building being sold, or the landlord, in the case of a building being rented. Estate agents cannot start marketing until they are satisfied that an EPC is available or has been commissioned. There are plans by the Government to tighten-up these requirements later in 2011.

Who can undertake an EPC?

Accredited Domestic Energy Assessors (DEA’s) & Home Inspectors (HI’s) are the only qualified professionals who can carry out the energy assessment and produce the certificate, (EPC). Accreditation Schemes make sure that DEA’s have the right skills and are able to carry out the survey to agreed standards. DEA's are audited by Accreditation Schemes in order to check the quality & accuracy of their work.

DEA’s may be employed by a company (like an estate agent or energy company) or be self-employed & must have a license issued by an Accreditation Scheme.

EPC’s are produced using a Government approved computer software methodology (RdSAP) following the collation of all relevant property details during the inspection by the assessor.
